Hebrew Text— Numbers 35:11then you shall appoint for yourselves cities to be cities of refuge for you, that the man slayer who kills any person unwittingly may flee there.

For there are set thrones for judgment, the thrones of David’s house.
but not if it is unintentional, but God allows it to happen; then I will appoint you a place where he shall flee.
But to the place which Yahweh your God shall choose out of all your tribes, to put his name there, you shall seek his habitation, and you shall come there.
“ ‘But if he shoved him suddenly without hostility, or hurled on him anything without lying in wait,
Then Moses set apart three cities beyond the Jordan toward the sunrise,
The children of Israel gave to the Levites out of their inheritance, according to the commandment of Yahweh, these cities with their pasture lands.
To the children of Aaron the priest they gave Hebron with its pasture lands, the city of refuge for the man slayer, Libnah with its pasture lands,
David’s men said to him, “Behold, the day of which Yahweh said to you, ‘Behold, I will deliver your enemy into your hand, and you shall do to him as it shall seem good to you.’ ” Then David arose, and cut off the skirt of Saul’s robe secretly.
Behold, today your eyes have seen how Yahweh had delivered you today into my hand in the cave. Some urged me to kill you; but I spared you; and I said, I will not stretch out my hand against my lord; for he is Yahweh’s anointed.
You have declared today how you have dealt well with me, because when Yahweh had delivered me up into your hand, you didn’t kill me.
“Yahweh of Armies says: Ask now the priests concerning the law, saying,
then it shall happen that to the place which Yahweh your God shall choose, to cause his name to dwell there, there you shall bring all that I command you: your burnt offerings, your sacrifices, your tithes, the wave offering of your hand, and all your choice vows which you vow to Yahweh.
you shall set apart three cities for yourselves in the middle of your land, which Yahweh your God gives you to possess.
“Speak to the children of Israel, saying, ‘Assign the cities of refuge, of which I spoke to you by Moses,
They gave them Shechem with its pasture lands in the hill country of Ephraim, the city of refuge for the man slayer, and Gezer with its pasture lands,
They gave to the children of Gershon, of the families of the Levites, out of the half-tribe of Manasseh Golan in Bashan with its pasture lands, the city of refuge for the man slayer, and Be Eshterah with its pasture lands: two cities.
Out of the tribe of Naphtali, Kedesh in Galilee with its pasture lands, the city of refuge for the man slayer, Hammothdor with its pasture lands, and Kartan with its pasture lands: three cities.
Out of the tribe of Reuben, Bezer with its pasture lands, Jahaz with its pasture lands,
Out of the tribe of Gad, Ramoth in Gilead with its pasture lands, the city of refuge for the man slayer, and Mahanaim with its pasture lands,
Yahweh will also be a high tower for the oppressed; a high tower in times of trouble.
Judah said to his brothers, “What profit is it if we kill our brother and conceal his blood?
They judged the people at all times. They brought the hard cases to Moses, but every small matter they judged themselves.
“If a man strikes his servant or his maid with a rod, and he dies under his hand, the man shall surely be punished.
“If men fight and hurt a pregnant woman so that she gives birth prematurely, and yet no harm follows, he shall be surely fined as much as the woman’s husband demands and the judges allow.
“If a bull gores a man or a woman to death, the bull shall surely be stoned, and its meat shall not be eaten; but the owner of the bull shall not be held responsible.
If the thief is found breaking in, and is struck so that he dies, there shall be no guilt of bloodshed for him.
“The cities which you shall give to the Levites, they shall be the six cities of refuge, which you shall give for the man slayer to flee to. Besides them you shall give forty-two cities.
“ ‘But if he struck him with an instrument of iron, so that he died, he is a murderer. The murderer shall surely be put to death.
You shall not show partiality in judgment; you shall hear the small and the great alike. You shall not be afraid of the face of man, for the judgment is God’s. The case that is too hard for you, you shall bring to me, and I will hear it.”
that the man slayer might flee there, who kills his neighbor unintentionally and didn’t hate him in time past, and that fleeing to one of these cities he might live:
If there arises a matter too hard for you in judgment, between blood and blood, between plea and plea, and between stroke and stroke, being matters of controversy within your gates, then you shall arise, and go up to the place which Yahweh your God chooses.
This is the case of the man slayer who shall flee there and live: Whoever kills his neighbor unintentionally, and didn’t hate him in time past—
as when a man goes into the forest with his neighbor to chop wood and his hand swings the ax to cut down the tree, and the head slips from the handle and hits his neighbor so that he dies—he shall flee to one of these cities and live.
then both the men, between whom the controversy is, shall stand before Yahweh, before the priests and the judges who shall be in those days;
that the man slayer who kills any person accidentally or unintentionally may flee there. They shall be to you for a refuge from the avenger of blood.
If the avenger of blood pursues him, then they shall not deliver up the man slayer into his hand; because he struck his neighbor unintentionally, and didn’t hate him before.
I will draw to you, to the river Kishon, Sisera, the captain of Jabin’s army, with his chariots and his multitude; and I will deliver him into your hand.’ ”
For we must die, and are like water spilled on the ground, which can’t be gathered up again; neither does God take away life, but devises means, that he who is banished not be an outcast from him.
The king said, “What have I to do with you, you sons of Zeruiah? Because he curses, and because Yahweh has said to him, ‘Curse David;’ who then shall say, ‘Why have you done so?’ ”
There will be a pavilion for a shade in the daytime from the heat, and for a refuge and for a shelter from storm and from rain.
However he doesn’t mean so, neither does his heart think so; but it is in his heart to destroy, and to cut off not a few nations.
The godly man has perished out of the earth, and there is no one upright among men. They all lie in wait for blood; every man hunts his brother with a net.
For the priest’s lips should keep knowledge, and they should seek the law at his mouth; for he is the messenger of Yahweh of Armies.
“Come to me, all you who labor and are heavily burdened, and I will give you rest.
If therefore Demetrius and the craftsmen who are with him have a matter against anyone, the courts are open, and there are proconsuls. Let them press charges against one another.
There is therefore now no condemnation to those who are in Christ Jesus, who don’t walk according to the flesh, but according to the Spirit.
that by two immutable things, in which it is impossible for God to lie, we may have a strong encouragement, who have fled for refuge to take hold of the hope set before us.
